The Former President's Progressive Warning Overlooks The Continent's Real Threat: Technological Decline.

Donald Trump's security policy document presents a misguided view of the European Union. It claims that unrestrained immigration and so-called "progressive" policies pose an existential risk to the continent's identity. However, this perspective is based on a fundamental misreading of the situation. The actual danger facing the EU is not societal but technological and economic backwardness.

The Stark Economic Divide Separating Europe and the US

Statistics paint a stark picture. Between 2008 and 2023, American economic output grew by 87%, compared to a paltry 13.5% increase for the EU. Over this time, European income per person dropped from over three-quarters to just half of the US level. Remarkably, even the poorest US state now has a greater average income than major European economies like France and Italy.

Today, about 50% of the world’s 50 largest tech companies are American, while a mere four are from Europe.

The Innovation Deficit: The Core Question

This widening economic gap stems from stronger efficiency gains in the US, fueled by breakthroughs and better use of resources. The landscape of world technology dominance is decidedly American. Over the past five decades, hundreds of American startups have scaled into enterprises valued at over $10bn, compared with just 14 in the European continent.

This disparity raises a vital issue: As the competition for tomorrow's sectors like semiconductors, AI, and quantum computing, what is the EU positioned? Experts widely concede it is largely a two-horse race between the US and China, with European nations entering at a clear disadvantage.

Underlying Factors of Europe's Innovation Gap

Several major factors explain this technological divide.

  • Venture Capital: The US boasts a far deeper and agile system for financing new ventures. Europe still lacks a true capital markets union, a factor that limits the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hinder European business. A American entrepreneur can introduce a product under one regulatory framework to access a market of hundreds of millions. The European Union, despite a bigger population, is divided among 27 separate systems, creating huge market obstacles.
  • Mindset Differences: Views on risk-taking vary greatly. In parts of Europe, business failure was once met with penalties, whereas in the United States, it is often considered a badge of experience.
  • Defense Spending: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. Europe's long-term lack of spending in military capabilities has weakened its capacity for pioneering research.

The Road Ahead: Reasons for Hopefulness

In spite of these hurdles, one can find causes for hope. European leaders are growing more conscious of the severe threat and have begun to propose serious reform. Key analyses on European competitiveness and the single market highlight the need for major changes.

With the right policies and rule changes, Europe's strengths might enable far greater levels of commercial innovation.

The continent retains significant advantages: skilled workforce, excellent schools and universities, and premier research institutions. Coupled with a vast domestic consumer base and high savings rates, these elements have the potential to trigger a new wave of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in developing cutting-edge tech, it can still dramatically increase economic output by implementing and tailoring advancements from other regions.

An Inflection Point

The European Union now stands at a decisive crossroads. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". So far, Europe's technological decline has been steady. However, without bold steps to address its deep-seated problems, today's slow erosion could turn into a sudden and irreversible decline in world influence.
